First of all, you gotta love SugarPill! <img src="e.deviantart.net/emoticons/b/b…" width="15" height="15" alt="" title=" (Big Grin)"/>
Second, your inspiration (Durga) is super talented. She loves going for the bright, impactful, Avant Garde looks. So SugarPill's highly pigmented powders were definitely the right choice for the application.
All of the wonderful colors caught my eye immediately. The next thing I noticed, was the blending. The color seems very "blocky" on the eyelids in some places. The lips appear caught somewhere between a gradient and stripes. I do not know how the purple lip liner was applied. From the appearance, it looks almost as if a dry purple eye pencil was dragged around the lip. I love the idea but the line is not very solid.
I agree with the previous critique by *Laenri on the lashes, for sure. They seem forced, to me, and not well applied. Some customization may have helped them along. Do not be afraid to take a pair of scissors to false lashes. I also agree that chapstick or lip gloss would have been a plus on the lips.
The black (I think it is black) line that runs from the bottom lip, down the chin, is an interesting addition. I would have liked to have seen this sort of creative addition tied into the rest of the application. Adding either black lines, dots, or some other design element to the face would have given the black line relevance (in my opinion).
*Black can be a tough color when working with so many vibrant hues. The same is true when working in chalks or watercolor, black can suddenly be overpowering. Handle with care. <img src="e.deviantart.net/emoticons/w/w…" width="15" height="15" alt="" title=" (Wink)"/>
